The 32-year-old had fallen out of favour at the Hawthorns after trying to force a deadline-day move to QPR back in January, and finally got his desired departure on Monday, signing a two-year deal at the Cardiff City Stadium.
And following an impressive haul of 15 goals in 32 league appearances for West Brom in his debut season, Mackay is delighted to have the experienced player within his ranks.
"I'm delighted to sign a player with a proven record of scoring in the Premier League," the manager told WalesOnline.
"Peter's record speaks for itself.
"He's versatile, got great pace and does bring us that bit of experience we need.
"He's an outstanding footballer at Premier League level, an intelligent footballer with a bit of guile.
"He's going to prove an asset for Cardiff City of that I've no doubt."
Odemwingie will be hoping to make his first Premier League of the season when Cardiff continue their campaign against Hull City on September 14.
