The 27-year-old is a free agent after leaving Bundesliga outfit Schalke following the expiry of his contract, meaning he is able to sign for clubs outside of the transfer window.
Arsenal had also been credited with holding an interest in the Romania international, who remains part of his national side's set-up and scored in September's 3-0 win over Hungary.
But the player's agent, Victor Becali, has suggested a move to England will not happen.
Marica has also been linked with a move to Rayo Vallecano, although the Liga outfit are struggling to match the player's wage demands.
Becali told Dolce Sport: "Marica's transfer to Tottenham failed.
"Rayo cannot pay the salary, nor can they approach half the salary that he had in Schalke.
"Very few teams in Spain can pay well, but Marica is now in Madrid."
Marica, who has won league titles in Romania and Ukraine in his career, scored six goals in 19 games last season for Schalke.
