Kiessling has scored five times in the Bundesliga this season, having been crowned the league's most prolific player in the previous campaign.
However, he has not featured for Germany since 2010, when he was an unused substitute in a 6-1 win over Azerbaijan.
With Miroslav Klose and Mario Gomez both ruled out of October's FIFA World Cup qualifiers against the Republic of Ireland and Sweden, Low looks set to turn to the 29-year-old.
"Stefan Kiessling is a striker who has put in very good performances in the Bundesliga over the years," Low said according to Bild.
"I will have a conversation with him and discuss a few things internally. I will never write him off because he has very good qualities."
Low explained that "Klose and Gomez are the best
options", before stating that Max Kruse and Kevin Volland, of Borussia
Monchengladbach and Hoffenheim respectively, are "in the foreground".
