The Brazilian full-back has signed a two-year contract in the Italian capital after agreeing to cancel his contact with City in July.
Maicon's time in England was hampered by injuries and competition for places meant that he was only able to make 11 appearances in his 11 months.
At the end of the season the 32-year-old came to a mutual agreement with City to release him from the remaining year of his contract, and Roma were quick to agree a deal for his return to Serie A.
A statement on the club's official website confirmed his arrival.
"Roma have underwritten a contract with player Maicon Douglas Sisenando, two last two years, with expiry set for June 30, 2015," it read.
"The player comes from Manchester City FC, with whom he terminated his contract by mutual consent at the moment he signed for Roma."
