The striker has reportedly undergone a medical with the Premier League newboys, however they have yet to confirm his arrival.
The 25-year-old, who had one year left on his contract in France, scored six goals in 35 appearances for the Ligue 1 club last season as they finished 16th in the table.
Confirming the move on their website, a statement from the French club read: "Evian Thonon Gaillard FC and Hull City have reached an agreement for the permanent transfer of Yannick Sagbo.
"Evian TG FC wishes all success to Yannick for the rest of his career."
Steve Bruce has been active in the transfer market ahead of the new campaign, and Sagbo would be his eighth signing.
The 52-year-old has chased several striking options already ahead of the new season, securing Danny Graham on loan from Sunderland, but failing in moves for Gary Hooper and Charlie Austin.
But Bruce is hopeful that Sagbo can emulate Aston Villa striker Christian Benteke, who scored 19 ngoals in his debut Premier League camapign, last term.
He told talkSPORT: “You look at Benteke before he went to Aston Villa, he didn’t have a prolific goalscoring record but he had all the attributes to play in the Premier league.
"He is big, strong, powerful and quick, and our boy is a little bit like that too."
